Kyrgyzstan granted tariff concession on imports of raw cane sugar

First Deputy Prime Minister Daniyar Amangeldiev took part in a regular meeting of the Eurasian Economic Commission (EEC) Council during a working visit to Moscow.

The meeting agenda included 32 items concerning customs and tariff regulation, industrial cooperation, phytosanitary safety and financial assistance for joint projects.

One of the key decisions was to amend the EAEU regulatory framework to ensure food security. Kyrgyzstan has been granted a tariff concession on imports of raw cane sugar. According to the decision, the republic is exempt from paying import customs duties on 20,000 tonnes until 31 December 2026 inclusive. This measure will support domestic processing enterprises and stabilise prices on the domestic sugar market.

At the initiative of Kyrgyzstan, the EEC Council approved the extension of customs privileges for civil turboprop passenger aircraft. The validity of the preferential regime has been extended until 31 December 2028. The decision is aimed at upgrading the aircraft fleet and expanding the network of regional air transport within the union.

A significant step in strengthening the agricultural sector was the approval of the draft Protocol on Amendments to the EAEU Treaty. The document provides for the launch of a mechanism for financial assistance to joint cooperation projects in the agro-industrial complex (AIC) using the union's budget funds.

Previously, such support was only provided in the industrial sector. Now, preferential financing will become available for inter-state agricultural projects, which will stimulate import substitution and increase the export potential of the EAEU countries.
The EEC Council also amended the regulations on the procedure for implementing quarantine phytosanitary control in the union.

The new rules are aimed at creating favourable conditions for bona fide market participants; suppressing the activities of unscrupulous entrepreneurs who provide false information about product recipients in certificates; improving the effectiveness of control and the level of quarantine security throughout the EAEU.

A decision was also made to grant tariff concessions on raw materials for the food industry. Until 30 April 2027, non-fat cocoa paste, cocoa butter and cocoa fat will be exempt from import duties.

This measure will ensure a stable supply of high-quality raw materials to domestic confectionery enterprises, reduce the cost of finished products, increase their competitiveness and curb the growth of consumer prices in the domestic market of Kyrgyzstan.
