People with disabilities will be able to join the civil service without having to sit a competitive examination

Sadyr Zhaparov has signed amendments to the Law ‘On State Civil and Municipal Service’. The amendments are aimed at expanding employment opportunities for people with disabilities within state bodies and local government bodies.

The document was adopted by the Jogorku Kenesh on 4 June 2026.

Under the new regulations, Kyrgyz citizens with disabilities who meet the eligibility criteria will be able to be included in the talent pool without having to go through a competitive selection process — simply by submitting a personal application.

Furthermore, heads of state and local government bodies are obliged to comply with quotas for the employment of people with disabilities by appointing candidates from the relevant talent pool to vacant posts, provided they meet the established qualification requirements.

The procedure for selecting candidates from among people with disabilities in the talent pool will be determined by the authorised state body.

As noted, the amendments are aimed at creating more accessible conditions for people with disabilities to enter the civil service and local government.
