Bishkek City Hall reports an increase in violations by Yandex drivers and electric scooter riders

The Bishkek City Council has appealed to companies providing rental and delivery services using personal mobility devices, as well as to taxi drivers, to strictly comply with legislation and traffic rules.

As the municipality reminds us, the use of personal mobility devices is regulated by Cabinet of Ministers decrees issued in April this year. In particular:

  • electric scooters and other personal mobility devices may be used by persons over 14 years of age, provided that they comply with weight restrictions and the availability of cycling infrastructure;
  • mopeds are only permitted from the age of 16, and they are prohibited from travelling on pavements and footpaths;
  • SIMs must be equipped with a speed limiter up to 25 km/h, brakes, an audible signal, headlights and reflectors;
  • companies are obliged to control traffic routes and prevent uncontrolled abandonment of equipment in public places;
  • users are personally responsible for traffic violations and damage caused.

The city council regularly receives complaints from residents about the dangerous behaviour of drivers of electric scooters, mopeds and taxis under the Yandex brand. Complaints mainly relate to speeding, driving on pavements, and parking at pedestrian crossings and bus stops, which poses a safety risk, especially for children and people with reduced mobility.
