08/21/2025, 12:44The Bishkek City Hall has developed a draft law providing for monetary rewards for citizens who report crimes. The initiative aims to increase the detection of violations and strengthen cooperation between the state and society.
According to city hall representatives, there is currently no legal basis for paying informants, and existing mechanisms for encouraging citizens to cooperate are limited. They believe that introducing rewards will help activate civic engagement, raise legal awareness, and strengthen trust in the authorities.
It is expected that the institution of rewards will lead to an increase in the collection of fines, a reduction in the latency of offences and the formation of an additional mechanism for protecting citizens' rights. The draft law is currently under discussion.
