10/10/2025, 11:04Deputy Prime Minister Edil Baisalov spoke about the challenges facing Kyrgyzstan in implementing its third Nationally Determined Contribution (NDC 3.0) at the National Climate Dialogue organised by the UN and the Ministry of Natural Resources, Ecology and Technical Supervision.
According to him, the country is taking on ambitious climate commitments for the third time, but at the same time faces real risks to its own development.
«We will not turn into a nature reserve where we live in yurts and save humanity, — Baysalov said. Our people have the right to development. We are already one of the champions in reducing emissions since 1990».
He noted that relevant ministries and regional authorities are expressing concern that excessive climate commitments could slow down the opening of factories and industrial enterprises, especially in the context of energy shortages.
«We cannot rely on water alone; there is not enough sun and wind. We will develop fossil fuel deposits with modern filters and clean technologies. But this costs hundreds of millions of dollars», — he stressed.
Baisalov added that the government approved the current document ‘with a heavy heart,’ reserving the right to review climate goals in five years if leading countries do not provide real financial and technological support.
«We cannot shoot ourselves in the foot and deny our people the right to development», — the deputy prime minister concluded.
