08/27/2025, 10:22The Ministry of Energy of the Kyrgyz Republic has initiated changes to the procedure for using and disposing of state forest resources. The amendments concern the conditions for granting land plots for the construction of small hydroelectric power plants.
The need for changes is related to an appeal by the Ananyevo HPP company, which pointed out the complexity and lengthiness of obtaining permits. The ministry notes that the draft resolution was developed as part of measures to overcome the energy crisis caused by climatic factors, low water inflow, and growth in energy consumption.
Previously, a similar document was rejected by the Ministry of Justice and sent for revision. Now, the draft takes into account the requirements for the introduction of criteria allowing the area of the land provided for the construction of small hydropower plants to be changed by up to 30%.
The Ministry of Energy emphasizes that the adoption of the resolution will not require additional budget expenditures and will not entail negative social, environmental, or legal consequences. The construction of small hydropower plants is expected to improve the country's energy balance and create new jobs in the regions.
