The Ministry of Energy will spend 220,000 KGS on finalizing the “Electronic License” system

The Department for Regulation of the Fuel and Energy Complex under the Ministry of Energy has announced a tender for the completion of the “Electronic License” information system. The relevant announcement has been posted on the public procurement portal.

The planned purchase amount is 220,000 KGS. The purchase will be made by requesting quotations with qualification requirements.

Applications from suppliers will be accepted until March 12, 2026, and the deadline for completing the work after the contract is signed will be up to three weeks.

The project provides for the modernization of the licensing system used to apply for, renew, or terminate licenses in the fuel and energy sector.

As part of the refinement, it is planned to introduce the possibility of offline acceptance of applications through department employees. This will allow applicants who do not have an electronic digital signature, access to the Unified Identification System, or who have difficulties using digital services to submit documents to the system.

Department employees will be able to independently register applications in the system on behalf of the applicant, upload documents, and send them for further processing. At the same time, all applications will be stored in a single application database with common numbering, regardless of whether they are submitted online or offline.

After the update is implemented, the system should provide a unified register of licenses and transparency in the processing of applications, as well as the ability to automatically link submitted applications to the applicant's personal account after they register in the system.

Payment under the contract is provided for after acceptance of the completed work. The payment deadline is set for April 29.
