03/19/2026, 14:13Major social infrastructure projects in the city of Manas, including the regional concert hall costing 6.8 billion KGS, are being transferred to the direct management of the Ministry of Construction, Architecture and Housing and Communal Services of the Kyrgyz Republic. The decision was taken following a working visit by Minister Nurdin Oruntayev to the Jalal-Abad region on 18 March.
During a meeting with contractors and local authorities, the quality of design solutions, the validity of cost estimates and compliance with legislation were discussed. Financial irregularities and inflated cost estimates had previously been identified at a number of sites.
Following the inspections, the minister ordered the construction of the regional concert hall to be temporarily suspended so that the project could be reviewed and its parameters optimised. In addition, other major projects worth hundreds of millions of KGS have been placed under the supervision of the Ministry of Construction: a 5,200-seat sports arena, a seven-storey wing of the regional hospital, a branch of the ‘Akylman’ Presidential Lyceum, the city museum, a park in the Suzak district, and water supply and irrigation systems.
Final decisions on the projects will be taken once the inspections have been completed.
