09/29/2026, 12:06The system for dealing with foreign nationals in Kyrgyzstan is changing. President Sadyr Zhaparov has signed a decree under which some of the powers of the Ministry of Foreign Affairs and the state agency ‘Kyzmat’ will be transferred to the Ministry of Labour, Social Security and Migration.
The Ministry of Labour will now be responsible for processing and issuing documents for foreign nationals. These include a single permit to stay and work in Kyrgyzstan, a resident’s card and a residence permit. The Ministry will also register foreign nationals and stateless persons at their place of stay and residence, and consider matters of citizenship within the scope of its remit.
To this end, a separate Department for Migration Issues will be established within the Ministry of Labour. The necessary databases, information systems, staff and other resources will be transferred to it from the Ministry of Foreign Affairs, ‘Kyzmat’ and other state bodies.
The Presidential Administration explained that the changes were necessary to bring migration management under a single system and eliminate duplication of functions between different departments. At the same time, public services for foreign nationals must be provided without interruption during the transition period. The decree came into force on the day of its official publication.
