The Presidential Administration will represent the state as a shareholder in ‘Kylim Bank’

Responsibility for exercising the state’s rights as a shareholder in OJSC ‘Kylim Bank’ has been transferred from the Ministry of Finance to the Presidential Administration of Kyrgyzstan. The Cabinet of Ministers adopted this decision on 25 September 2026.

Put simply, the Ministry of Finance previously managed the state’s stake in ‘Kylim Bank’ on behalf of the state. These powers have now been transferred to the Presidential Administration. This concerns shareholder rights — in particular, the ability to make decisions regarding the bank’s operations on behalf of the state.

‘Kylim Bank’ was established at the end of 2024 with 100 per cent state ownership. Its authorised capital initially stood at 1 billion KGS, and by 2027 it was planned to increase this to 5 billion KGS. The bank was established to develop the country’s banking sector and financial system.

The transfer of shareholder functions to the Presidential Administration was provided for by Sadyr Zhaparov’s Decree No. 296 of 19 August 2026. At that time, the President instructed that the shareholder rights be transferred from the Ministry of Finance to the Presidential Administration and that the necessary organisational measures be taken in conjunction with the Ministry of Finance. The decree came into force on 1 September.

The Cabinet of Ministers has now enshrined this decision in a resolution: the functions relating to the exercise of the state’s powers as a shareholder have been officially transferred to the Presidential Administration. The resolution will come into force seven days after its official publication.
