The growth in tax revenues was recorded against the backdrop of a temporary shutdown of mining farms, which was announced by President Sadyr Zhaparov in mid-November.
On November 14, 2025, in an interview with the Kabar news agency, Sadyr Zhaparov said that there are only two legal mining farms operating in Kyrgyzstan, and both are under full state control. At the same time, according to him, both farms have been temporarily shut down for the cold season, despite the fact that they generate income and do not harm the power grid.
One of the farms is located in Kemin (Solarcoin project) and operates on imported electricity from Russia, which transits through Kazakhstan. According to the president, the Kyrgyz energy system does not consume a single kilowatt-hour for its operation, but receives income from transit and taxes. The second farm is located at the Kambar-Ata-2 hydroelectric power plant.
After the cold season ends, both farms are planned to be restarted.
We would like to add that, as of today, there are 11 mining companies registered in the Finnadzor registry in Kyrgyzstan, 7 of which have valid licenses.
