The National Bank revoked the payment licenses of a company linked to a former member of the Bishkek City Council

The National Bank of Kyrgyzstan has revoked two payment services licenses held by Optima Distribution LLC. The decision was made by the National Bank’s Supervisory Committee on May 21.

According to the regulator’s statement, the licenses were revoked for violating Kyrgyz legislation. The National Bank did not specify which violations served as the basis for revoking the licenses.

The licenses in question are:

  • for conducting payments and settlements for goods and services in favor of third parties through payment systems;
  • for processing financial information, as well as processing and clearing payments of payment system participants.

Both licenses were issued to the company on November 15, 2024. The revocation took effect on May 21, 2026.

According to data from the Ministry of Justice, the sole founder of Optima Distribution LLC is Baysalbek Ergeshov, a former deputy of the Bishkek City Council. The company was registered in 2022 and underwent re-registration in October 2025. Its primary activity is information technology services.

Nurlan Kulcharov is listed as the company’s director.

Kulcharov also heads Finex Keiji LLC, a virtual asset exchange operator holding a valid license from the Financial Supervisory Authority.
