The National Bank has proposed removing outdated provisions regarding IPC card transactions from the regulations

Settlements between banks for card transactions processed by the Interbank Processing Center have already been migrated to a real-time system. The National Bank is now proposing to update the documents that still describe the previous procedure.

This concerns how banks settle accounts with one another following customer card transactions. Previously, these settlements went through a batch clearing system, where payments were processed in batches. Now, a real-time gross settlement system is used for them.

The National Bank explains the transition as necessary to complete settlements more quickly, use participants’ funds more efficiently, and reduce the risk of failed card payments. Therefore, it proposes removing provisions regarding MPC transactions from the batch clearing rules, as these transactions no longer pass through the system.

At the same time, the regulator is clarifying the conditions for connecting to the clearing system. Participants will be required to comply with data protection requirements, maintain a backup communication channel, and ensure they have no overdue debts to the National Bank. It is proposed that applications for connection be reviewed within 30 calendar days.

The draft also specifies when a participant’s payment processing may be suspended or their participation in the system may be terminated entirely. Reasons include violations of operating rules, failure to fulfill obligations, and the provision of inaccurate information.

Public comment on the draft will continue until November 20. If adopted, the new rules will take effect in December of this year.
