03/05/2026, 11:02The Board of the National Bank of the Kyrgyz Republic has adopted a resolution to tighten control over cash transactions in foreign currency, particularly Russian rubles.
According to the document, commercial banks are required to strengthen monitoring of cash ruble transactions in terms of compliance with legislation on combating the financing of criminal activities and the legalization of criminal proceeds.
In addition, banks must provide the regulator with information on customer transactions with Russian rubles in cash on a daily basis, no later than 11:00 a.m. on the day following the reporting day, if their volume exceeds 5 million rubles during one business day. The report will include data on the customer, TIN or PIN, type of activity, transaction amount, payment purpose, and format of the transaction — cash deposit or withdrawal from an account.
The information must cover all categories of customers — individuals and legal entities, residents and non-residents — and take into account transactions on all types of accounts, including settlement, deposit, and exchange transactions with or without opening an account.
Responsibility for compliance with the requirements is assigned to the management boards of commercial banks. Control over the implementation of the resolution is vested in the member of the National Bank's management board responsible for supervisory methodology.
The document enters into force on the date of its official publication and will remain in effect until March 1, 2027.
