Civil society organisations in Kyrgyzstan received 22.9 billion KGS in 2025

In 2025, civil society organisations in Kyrgyzstan received 22.9 billion KGS in funding. This is 15.2 per cent less than the previous year, but 23.3 per cent more than in 2021.

The year-on-year decline in revenue is mainly due to a reduction in foreign aid and grants of 4.9 billion KGS, as well as a decrease in earmarked funds of 1.4 billion KGS.

More than half of all funds received – 51.8 per cent – consisted of charitable funds, sponsorship and donations. A further 15.6 per cent came from earmarked funding. Income from deposits and membership fees also accounted for a significant proportion.

At the same time, expenditure by civil society organisations increased. In 2025, it totalled 19.8 billion KGS, up 3 per cent compared with 2024 and 23.2 per cent compared with 2021.

The largest items of expenditure:

• 5.3 billion KGS – sponsorship and charitable aid, or 26.6 per cent of total expenditure;
• 4 billion KGS – labour costs and social security contributions, or 20.1 per cent;
• 2.1 billion KGS – payments for services, or 10.6 per cent.

In other words, over the course of the year, the income of civil society organisations fell, whilst their expenditure, conversely, rose.
