In July 2024, the Novopavlovka Municipal Technical Administration held a tender for the improvement of an 800-metre-long park on Frunze Street worth over 29 million soms, and the contractor was Orbital Stroy LLC. Taking into account additional work worth 2.8 million soms, the total cost of the improvement amounted to 31 million 910 thousand 840 soms.
However, the actual improvement work was not carried out. In the absence of proper control by the Leninsky District Administration, the contractor performed the work poorly and incompletely in order to maximise profits. An audit revealed damages amounting to 5.2 million som.
In particular, MP Zelenkhoz did not include the square in its balance sheet because the irrigation system was connected to drinking water, despite the existing ban. However, MP Zelenkhoz was also responsible for ensuring irrigation to preserve the planted plants, which was not done.
As a result of this attitude on the part of those responsible, the park is in a deplorable state, meaning that 31 million 910 thousand 840 soms have been wasted.
The deputy head of the Novopavlovka Municipal Technical Administration, the director of Orbital Stroy LLC, and a representative of the technical supervision department of the Leninsky District Administration have been charged in this case.
