Almost 654 hectares of land on Lake Issyk-Kul will be reclassified for the construction of the city of Asman

The Cabinet of Ministers of Kyrgyzstan has reclassified 653.87 hectares of land in the Issyk-Kul district from the categories of agricultural land and state forest fund land to the category of land for settlements. The decision was taken to facilitate the planning and construction of the eco-friendly city of Asman.

According to Resolution No. 530 of 8 August 2026, the reclassification will affect land plots in the Toru-Aigyr-Tamchinsky aiyl district. Of the total area, 457.99 hectares are agricultural land, whilst a further 195.88 hectares are state forest reserve land.

The Issyk-Kul District State Administration has been instructed to amend the land registration documents, ensure the development and approval of town planning documentation, and ensure that the plots are used exclusively for their intended purpose.

Furthermore, the document stipulates mandatory compliance with environmental, health and town planning requirements during the implementation of the project. In particular, the authorities must ensure the proper functioning of the rainwater and meltwater drainage system, put in place measures for earthquake protection, monitor hazardous natural processes, and organise the protection of historical and cultural heritage sites should any be discovered during construction work.

The resolution will come into force 10 days after its official publication.
