01/27/2026, 10:47A meeting was held in Osh between representatives of the State Committee for National Security and the management of the construction company Elit-Stroy-City in connection with complaints from shareholders about construction delays.
The reason for the meeting was the dissemination in the media of a video message from the owners of apartments in the Manas residential complex to Sadyr Zhaparov and the chairman of the SCNS, Kamchybek Tashiev, with a request to take measures against the developer due to delays in construction and violations of the deadlines for the transfer of apartments for self-finishing. The State Committee initiated a series of inspections in response to this incident.
On January 26, a meeting with the management of SK Elit-Stroy-City was held at the headquarters of the State Committee for National Security for the city of Osh and the Osh region, with the participation of representatives of the Ministry of Construction, Architecture, and Housing and Utilities.
During the meeting, information was heard on the factors affecting the progress of construction work, as well as the reasons for the delay in the delivery of residential properties for self-finishing. It was also explained to the company's representatives that the country's leadership adheres to a policy of supporting the business environment while demanding strict compliance with the republic's legislation and obligations to shareholders.
Following the meeting, the management of SK “Elit-Stroy-City” undertook to complete construction work and deliver the properties for self-finishing by September 2026.
The State Committee for National Security reported that restrictions on crossing the state border have been imposed on the company's management until the construction work is fully completed, and that enhanced control over the phased handover of residential facilities has been established.
