Property tax revenues fell by almost half

State budget revenues for January–November 2025 rose to 605 billion 936.6 million KGS, compared to 420 billion 918.8 million KGS a year earlier. However, against the backdrop of overall growth in a number of areas, there was a decline in revenues, indicating a change in the structure of the revenue base.

The decline was noted in property taxes. Their volume decreased from 4 billion 271.7 million KGS to 3 billion 163.8 million KGS. The most noticeable drop was in property tax, with revenues falling from 2 billion 857.8 million KGS to 1 billion 665.6 million KGS. The share of this category in the overall revenue structure decreased from 1% to 0.5%.

Revenues from patent-based taxes decreased from 1 billion 242.4 million KGS to 1 billion 10.7 million KGS. This is one of the few tax regimes that showed negative dynamics in absolute terms. Its share in budget revenues also decreased.

A decline was also recorded in revenues from the sale of non-financial assets, from 5 billion 910.7 million KGS to 3 billion 658.5 million KGS. Thus, the 2025 budget relied less on the sale of state property compared to the same period in 2024.

In addition, revenues from ‘other taxes and fees’ practically disappeared, falling from 8.2 million KGS to 0.6 million KGS. Despite the growth in total revenues, the reduction in individual channels indicates a redistribution of budget sources and a strengthening of the role of other, primarily non-tax, revenues.
