President increases public sector salaries: compensation of up to 15,000 KGS introduced

The President of the Kyrgyz Republic, Sadyr Japarov, has signed a decree increasing the pay of public sector workers. The decree aims to standardise salaries and strengthen financial incentives in the public sector. It comes into force on the day of its official publication.

From 1 April 2026, a presidential compensation payment of 15,000 KGS per rate will be introduced for employees in the education, healthcare, culture, sport and social protection sectors (excluding technical staff). An additional payment of 5,000 KGS is provided for technical and junior support staff, as well as civilian personnel of law enforcement agencies. The measure covers a wide range of state-funded institutions and effectively increases the basic level of employees’ incomes.

In addition, from 1 September 2026, allowances will be introduced for some employees of state and municipal bodies, amounting to up to 50% of their basic salary, depending on the complexity and results of their work. For a number of departments, including the tax service and other agencies, a fixed allowance of 15,000 KGS is also provided for. The implementation of the decree will require amendments to the national budget for 2026–2028.
