Regulator approves new appointments at sanctioned banks in Kyrgyzstan

On December 11, the National Bank approved a number of personnel appointments in commercial banks, including structures subject to international sanctions.

The regulator approved the candidacy of Bolot Azykov, presented by Keremet Bank OJSC, for the position of member of the board of directors. As a reminder, sanctions against Keremet Bank officially came into force on March 1 of this year. As previously reported by the National Bank, the institution was given time to resolve issues related to its inclusion in the OFAC sanctions list. The bank filed a petition for exclusion, but so far the bank remains under restrictions.

The National Bank also approved the appointment of Azamat Tekinov as chief accountant of OJSC Bank Bay-Tushum, as well as the candidacy of Rakhat Bazarbayeva, proposed by CJSC KICB, for the position of deputy chief accountant.

In addition, the regulator approved the appointment of Ainura Turdugulova, nominated by Capital Bank of Central Asia OJSC, as deputy chief accountant. Recall that in August this year, the UK imposed sanctions against Capital Bank, owned by the Ministry of Finance of the Kyrgyz Republic. London accused the bank of supporting Russia's economic activities and imposed restrictions, including asset freezes, a ban on correspondent relations, and the disqualification of directors.

Thus, both banks — Keremet and Capital — are under increased scrutiny from international regulators.

It should be added that the National Bank has repeatedly emphasized that since 2022, it has been regularly sending commercial banks explanations about the need to comply with sanctions requirements and warning about the risks of secondary sanctions.
