The Rector of the Diplomatic Academy of Kyrgyzstan has been instructed to prevent corruption and to be held accountable for the actions of staff members

The Cabinet of Ministers has enshrined in the Charter of the Diplomatic Academy of the Ministry of Foreign Affairs of Kyrgyzstan the rector’s duties regarding the prevention of corruption and responsibility for the actions or omissions of staff. The amendments are set out in a resolution dated 27 August.

According to the document, the rector must ensure the establishment of an internal anti-corruption system and the ongoing monitoring of compliance with legislation and work discipline at the academy.

Similar requirements are included in the regulations governing the Ministry of Foreign Affairs’ Permanent Representations in the Osh, Jalal-Abad and Batken regions. These relate to the internal anti-corruption system, monitoring compliance with legislation and professional discipline, as well as accountability for the actions of subordinates.

At the same time, the Cabinet of Ministers has clarified the management procedures for the Kazy Dikambaev Diplomatic Academy. In the Charter, references to several vice-rectors have been replaced by a provision for a single vice-rector. In the absence of the rector, the vice-rector shall assume the rector’s duties by virtue of a relevant order.

The rector is also granted the right to revoke, in whole or in part, previously issued orders and directives. This is permitted if they contravene legislation, the Statutes or decisions of the Academic Council, or if the need for their application has ceased to exist.

The Academic Council is defined as the highest academic and professional governing body of the academy. The updated organisational structure of the institution lists the Rector’s Office, departments, divisions, the Centre for the Analysis of International Relations and other units.

The resolution was adopted in accordance with the State Anti-Corruption Strategy for 2025–2030.
