Rosatom took part in the 8th Kyrgyz-Russian Economic Forum in Bosteri

On 6–7 August 2026, in the village of Bosteri in the Issyk-Kul Region, as part of the 8th Kyrgyz–Russian Economic Forum, the state corporation ‘Rosatom’ took part in sectoral sessions on energy, infrastructure and energy security. The forum took place on the sidelines of the meeting of the Eurasian Intergovernmental Council. The event was attended by representatives of government bodies, the business sector, development institutions and the expert community from Kyrgyzstan and Russia.

A number of agreements were signed following the first day of the forum. These included an agreement in support of the project to construct and operate the first wind farm in the Issyk-Kul region, signed by NovaWind Kyrgyzstan LLP (part of Rosatom’s wind energy division) and the Russian-Kyrgyz Development Fund. The first components for the project have already been delivered to Kyrgyzstan.

As part of the forum, representatives of Rosatom took part in the business programme. Dmitry Konstantinov, Director General of the Rosatom State Corporation’s Representative Office in the Kyrgyz Republic, moderated the session ‘Energy – the Foundation of Economic Growth’. The session featured Russian and Kyrgyz perspectives on the development of energy projects in the Kyrgyz Republic.

Sergey Smirnykh, Director General of Greentech LLC, took part as a speaker in the session ‘Digital Sovereignty’. Participants discussed Russia’s and Kyrgyzstan’s approaches to establishing digital sovereignty, the implementation of artificial intelligence, and other technological aspects.

The forum also featured a youth programme, where the state corporation was represented by Bektan Kydiev, a member of the International Youth Advisory Council to the Director General of Rosatom’s Impact Team 2050. Rosatom continues to run joint educational projects with universities in Kyrgyzstan, supports the professional development of specialists and participates in staff training.

“The main outcome of the forum is confirmation that cooperation between Russia and Kyrgyzstan is developing consistently and substantively: from agreements to projects, and from projects to new infrastructure and new opportunities for the country’s economy. This involves the creation of new capacity, the diversification of the energy mix, the attraction of long-term financing and the strengthening of the energy system’s resilience. “We are once again convinced that Kyrgyzstan is becoming a magnet for major players, such as Rosatom, who are ready to invest in ‘green’ energy projects – from design and construction to the operation of facilities,” said Dmitry Konstantinov, Director General of the Rosatom State Corporation’s Representative Office in the Kyrgyz Republic.
