According to tax legislation, the tax authority is obliged to send taxpayers a notice of property tax assessment no later than 30 days before the established payment deadline.
Changes have also been made to the procedure for calculating property tax.
Now there is no need to use a complex system of coefficients and additional calculations (zonal, regional, etc.). Local councils set a single rate per square metre of taxable living space. For example, the Bishkek City Council has set a rate of 75 soms per square metre.
The amount of tax is calculated simply: the rate is multiplied by the area of the property.
The tax service urges citizens to check their electronic accounts, familiarise themselves with the amount charged and pay the following taxes by 1 September:
Taxes can be paid using a QR code or bank card in the taxpayer's account. You can also contact a bank or post office, presenting your passport and real estate unit code (ENU).
These changes have been introduced as part of the digitisation of tax procedures and are aimed at simplifying the payment of property taxes for taxpayers and improving their administration by the tax authorities. This makes the tax payment process simple, understandable and accessible.
In addition, buildings and premises belonging to disabled persons' associations, as well as municipal buildings and facilities intended for educational, scientific and creative activities, are fully exempt from property tax.
In addition, a 50% tax exemption is granted on one residential building or premises owned by the following categories of citizens: persons awarded the highest distinction of the Kyrgyz Republic — ‘Kyrgyz Respublikasyn Baatyry,’ Heroes of the Soviet Union and Heroes of Socialist Labour, mothers-heroines, persons awarded the Orders of Glory and Labour Glory of three degrees, participants and/or disabled persons of the Great Patriotic War, participants in the Batken events, military personnel who took part in combat operations under inter-state agreements — in particular, in the war in Afghanistan and other countries, disabled military personnel who were wounded, concussed or maimed while defending the USSR or the Kyrgyz Republic, while performing other military duties or as a result of illness related to their service at the front, disabled persons who are equal to the above categories in terms of pension provision, widows or widowers of disabled persons of the Great Patriotic War, disabled persons of groups I and II, parents or guardians of children with disabilities.
Citizens of the country who have reached retirement age, which is 58 for women and 63 for men, are exempt from paying tax on personal plots, regardless of how many they have — whether it is one plot or twenty, the exemption applies to all. The exemption is 100%.
