Applications for the ‘Bala Yrysy’ allowance will be accepted in Kyrgyzstan from 1 July

From 1 July, Kyrgyzstan will begin accepting applications for the new universal ‘Bala Yrysy’ allowance for children under three years of age. This was announced on 1 June by the Ministry of Labour, Social Security and Migration at a press conference attended by representatives of government bodies, UNICEF and the State Agency “Tunduk”.

According to Labour Minister Kanat Sagynbaev, between 440,000 and 470,000 children will be eligible for the benefit. The state plans to allocate around 6.4 billion KGS annually to implement the programme. In 2026, taking into account the launch in July, approximately 3.1 billion KGS will be required for this purpose.

As noted by the ministry, the allowance will be allocated via digital services. Parents will be able to submit applications via the “Tunduk” mobile app, amongst other channels. To receive the payments, citizens are advised to update their family details in government databases in advance.

The Ministry emphasised that the new support measure is aimed at reducing the risks of child poverty and supporting families during the first years of a child’s life. Representatives of the Ministry of Health noted that the first 1,000 days of life are considered a crucial period for children’s physical and intellectual development.

The launch of the programme is part of the National Development Programme for the country up to 2030, in which investment in children and young people is identified as one of the factors for long-term economic growth and improving the quality of life for the population.
