02/10/2026, 10:27From 11 February 2026, mandatory tracking of goods shipments using navigation seals will come into effect in the member states of the Eurasian Economic Union. This was announced by the State Tax Service of the Kyrgyz Republic.
The system will be introduced in stages. In the first stage, navigation seals will become mandatory for the transport of alcoholic beverages, tobacco products, and goods subject to special economic measures within the EAEU by road and rail.
In Kyrgyzstan, the installation and removal of navigation seals will be carried out in accordance with the approved procedure and current regulations. Carriers, consignors or forwarders are required to send the necessary information to the State Tax Service by email (plomba.eaes@salyk.kg) no later than 6 hours before arriving at the place of installation of the seal.
The list of data to be uploaded to the navigation seal, as well as the procedure for interaction between foreign economic activity participants and the Tax Service and the national operator, are available on the official website sti.gov.kg in the section ‘Knowledge Base’ — ‘Navigation Seals within the EAEU’.
The State Tax Service emphasised that participants in foreign economic activity are responsible for the accuracy of the information provided and its compliance with the goods actually transported.

The new requirements are being introduced in accordance with the decision of the Eurasian Economic Commission and the EAEU Agreement on the use of navigation seals.
