    Sadyr Japarov has abolished the transportation tax, forgave debts to businesses and might cancel ETTN

    President Sadyr Japarov has signed a decree on measures to reduce the tax burden on the population and entrepreneurs. The head of state announced this on his Facebook page.

    According to the decree, the President instructed the Cabinet of Ministers to submit a draft law to the Jogorku Kenesh within two months, proposing the abolition of the property tax on transport and exempting individuals with outstanding obligations on this tax as of January 1, 2025, provided there is no court ruling against them.

    "I have instructed the complete abolition of the vehicle tax and signed the relevant decree. This decision is tied to the amendments to the Law "On the Road Fund", which introduce a fee of 1 KGS per liter of fuel. Vehicle taxes are no longer collected; instead, starting January 1, a fee of 1 KGS is charged per liter of gasoline or diesel fuel filled into a vehicle," — the President explained, adding that he also instructed the exemption of citizens who had not paid vehicle taxes before January 1, 2025.

    He added that, as it turns out, there are quite a lot of such non-payers.

    "Despite significant challenges for the state, we made this decision. We also forgave all debts of legal entities and private entrepreneurs accumulated before January 1, 2022 (taxes for the period up to January 1, 2022, will not be audited)", — the President emphasized.

    Moreover, the decree provides for a zero property tax on agricultural land until the end of 2030. Taxpayers will also have their tax debts accrued before January 1, 2022, written off.

    In addition, the Cabinet of Ministers must prepare within a month a list of goods subject to the application of the ETTN.

    "A working group on the ETTN has been established. They will present their proposals within a month. In addition, I have extended the moratorium exempting farmers from land tax until 2030. By 2030, we will solve the land irrigation issue, build primary and secondary irrigation channels, and completely clean existing ones, as well as construct new ones where necessary," — wrote Sadyr Japarov.

    At the same time, the head of state reminded about the importance of timely tax payments, as the increase in wages, pensions, benefits, the construction of social facilities, road paving and other works depend on the collected taxes.
