According to Uzbek legislation, excise stamps are manufactured and distributed centrally, subject to special protection measures and strict accounting.
Based on this fact, the Investigation Department of the State Customs Service has initiated a criminal case on the grounds of a crime under Article 238 of the Criminal Code of the Kyrgyz Republic.
The operational units of the SVT and the GKNB of the Kyrgyz Republic carried out operational search measures, including a special investigative action — a controlled delivery of excise stamps — and during the operation in the city of Osh, a citizen of Kyrgyzstan, R. B. R., born in 1993, and a citizen of Uzbekistan, S. E. Kh., born in 1985, were detained in the city of Osh.
Based on the investigative order and within the framework of the agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Uzbekistan on cooperation in customs matters, the seized excise stamps and the citizen of Uzbekistan were handed over to the anti-smuggling department of the Customs Committee of Uzbekistan at the Uzbekistan checkpoint.
