Schools, roads, and lighting, which, according to the city government's promise, will change in the annexed areas of the capital

In Bishkek, at the final meeting of the city council on “The results of the city's socio-economic development for 2025 and tasks for 2026,” the key topic was the development of the annexed territories. The meeting was chaired by Adylbek Kasymaliyev.

First Deputy Mayor Mirlanbek Baigonchokov spoke about building an effective management system and accelerating the integration of new districts into the city's infrastructure.

In particular, he said that as part of the administrative-territorial reform, additional municipal territorial administrations had been created in the Leninsky and Pervomaisky districts, the number of employees had been increased, and a digital numbering system for departments had been introduced.

According to the municipality, these steps should improve the manageability of the territories and simplify the coordination of work already this year.

In turn, the mayor of the capital, Aibek Junushaliyev, focused in his speech on the key problems of the annexed districts. Among them is an acute shortage of social and engineering infrastructure.

According to him, in 2026, the city authorities will focus their efforts on addressing systemic issues:

  • the shortage of schools, kindergartens, and cultural institutions;
  • the dilapidated and fragmented road network;
  • the poor development of sewerage, water supply, and electricity networks;
  • and the limited availability of public services.

An Action Plan for 2026-2030 has been developed to ensure a comprehensive approach to the development of new territories. The document provides for the phased construction of social facilities, the modernization of engineering communications, and the development of transport infrastructure.

The draft plan is currently being finalized, taking into account residents' requests and the results of field inspections.
