EMERCOM staff are to receive an extra 15,000 KGS, whilst divers will have their allowances increased

From 1 September 2026, the terms of remuneration will change for staff at two institutions under the Ministry of Emergency Situations. Staff at the Republican Specialised Plant will receive a presidential allowance of 15,000 KGS, whilst the maximum allowance for diving service personnel will be increased from 25 per cent to 50 per cent of their basic salary.

The relevant decree was signed yesterday by the Prime Minister, Adylbek Kasymaliev.

The presidential compensation payment is intended for core staff at the Republican Specialised Complex under the Ministry of Emergency Situations. It will amount to 15,000 KGS for time actually worked, calculated on the basis of no more than one full-time equivalent.

However, this additional payment will not be taken into account when calculating holiday pay, health benefits, the thirteenth month’s salary, or allowances for working in high-altitude and remote areas.

The Republican Specialised Complex is, in particular, responsible for the management of radioactive waste. The current remuneration regulations for its technical and junior support staff already provide for a separate presidential allowance of 5,000 KGS.

The changes will also affect the Centre for Diver Training and Underwater Technical Operations under the Ministry of Emergency Situations.

According to the current regulations, the head of the centre is authorised to grant staff an allowance for intensive work and high performance of up to 25 per cent of their basic salary. From September, the maximum amount of this allowance will increase to 50 per cent.

For example, for a basic salary of 20,000 KGS, the maximum allowance could be 10,000 KGS rather than 5,000 KGS, as was previously the case. However, this refers specifically to the maximum amount; the actual allowance is set by the institution’s management.

Furthermore, provisions relating to the accounting of business trips, annual leave, sick leave and work on weekends when calculating individual payments will be removed from the remuneration regulations of both institutions.
