This support is provided as part of the “Social Contract” program. Let’s take a look at who is eligible, what documents are required, and how the selection process works.
The program is implemented by the Ministry of Labor, Social Security, and Migration and is designed for families who are facing difficult life circumstances but are ready to start their own business and increase their income.
Families who meet the established requirements can participate in the program.
To qualify, families must hold a social passport for low-income or economically disadvantaged families or be recipients of the “Үй-бүлөгө көмөк” government subsidy.
In addition, the family must voluntarily agree to participate in the program, prepare a business plan, and have the necessary labor and property resources to carry out the chosen activity.

After submitting the documents, the application is reviewed by the social affairs commission at the local government level.
The final selection of participants, as well as the approval of their business plans and projects, is carried out by a temporary commission for the implementation of the social contract.
After signing the social contract, the participant receives 150,000 KGS in the form of a non-repayable grant.
This money does not need to be repaid to the government; however, it must be used in accordance with the approved business plan.
The funds can be used to launch and develop the chosen business activity.

Each year, 1,000 social contract participants can receive an interest-free loan to expand a business or subsistence farm established with the initial grant.
The maximum amount of such a loan is 200,000 KGS, with a repayment term of up to three years.
Loans are provided by “ABank” and “Eldik Bank.”
To apply for a loan, you must confirm that the business activity is actually being carried out. This will require a certificate of registration for a limited liability company (LLC) or a sole proprietorship, or a business license—depending on the type of business.
Thus, the social contract allows participants to first receive 150,000 KGS without the need to repay the funds, use them to start their business, and then, if they meet the program’s conditions, apply for an additional interest-free loan of up to 200,000 KGS to further develop their business.
