02/19/2026, 11:59The project “Reducing the risks of investment in low-carbon solutions in public buildings in the Kyrgyz Republic” has been officially launched in Bishkek, with the support of the Green Climate Fund.
The project was launched by the Agency for Community Development and Investment (ACDI) in partnership with the Climate Finance Center. The initiative aims to reduce greenhouse gas emissions and improve the energy efficiency of public buildings through the introduction of low-carbon solutions and the creation of sustainable financial mechanisms.
Nurlan Abdychev, project preparation manager at the Climate Finance Center, noted that the key objective of the project is to develop a scalable model that can reduce barriers to investment in energy efficiency and decarbonization, ensure a transparent financial structure, and make a measurable contribution to the implementation of national climate commitments.
The initiative is particularly relevant in the context of increasing climate risks. According to experts' forecasts, by 2090, the average annual temperature in Kyrgyzstan could rise to 5.3°C, which will lead to an increase in the load on infrastructure and demand for resources. Public buildings account for about 10% of the country's total consumption, with a significant portion of this consumption related to solid fuel heating. Many of these buildings were constructed between 1950 and 1980, resulting in high heat loss and low comfort levels.
Other barriers include limited access to long-term financing, insufficient coordination between agencies, and the need to develop institutional and technical capacity.
A $25 million project for ZKF approval will be prepared by a team of consultants from E Co (UK) and UNISON Group (Kyrgyzstan). The initiative covers all regions of the country, and the expected climate effect is estimated at up to 698,500 tons of CO2 emissions prevented. The project plans to implement energy efficiency solutions in 40 public buildings across the country.
“The success will be the implementation of real energy efficiency measures and the emergence of fully modernized buildings. We are talking about creating a system for future projects, not just one-off investments. ARIS is an accredited body for direct access to GCF funding. The project should be an incentive for the launch of other similar initiatives”, — said ARIS Deputy Director Asel Mambetalieva.
The event brought together representatives of state bodies from all forty districts of the republic. During group discussions, proposals were received that will be taken into account when preparing an application to the Green Climate Fund to attract grant funding for the implementation of the project.
