07/07/2026, 12:07President Sadyr Zhaparov has signed a law amending the rules governing the interaction between telecoms operators and state bodies. The legislation also introduces mandatory identification of all mobile devices currently in use and those imported into the country. This was reported in the newspaper ‘Erkin-Too’.
Under the law, telecoms operators will be obliged to provide information about service users, ensure the technical capacity to carry out operational-investigative and counter-intelligence activities, and grant access to their databases, digital systems and resources in cases provided for by law.
Furthermore, all mobile devices currently in use and those imported into Kyrgyzstan will be subject to mandatory identification via their International Mobile Equipment Identity (IMEI) numbers in the state digital system.
The law also stipulates that, during a state of emergency, mass unrest or armed conflict, the provision of telecommunications services in relation to a specific mobile device may be temporarily suspended by decision of an authorised official. Services may be resumed by court order or by the same official who imposed the restriction.
The amendments have been adopted following the entry into force of the Digital Code of the Kyrgyz Republic. The law will come into force ten days after its official publication, and the Cabinet of Ministers must bring its regulatory acts into line with it within six months.
