07/06/2026, 17:39The Ministry of Labour has clarified the procedure for applying for the ‘Bala Yrysy’ allowance for children born outside Kyrgyzstan. If an error occurs when submitting an application via the ‘Tündük’ app, the child must be issued with a personal identification number (PIN).
The Ministry explained that the absence of a PIN or its failure to be linked to the parents’ details prevents the benefit from being applied for online.
To resolve the issue, parents must visit their nearest ‘Kyzmat’ Public Service Centre with the child’s original birth certificate, the passport of one of the parents, and a notarised translation of the document if it was issued in a foreign language.
Once the child has been assigned a PIN and this has been linked to the parents’ details, specialists at the Ministry of Labour will enter the information into the system, after which it will be possible to reapply for the benefit.
If the child does not yet have a Kyrgyz passport, you will also need to obtain a certificate of citizenship. The Ministry recommends doing this in advance, as the document takes 14 working days to be issued.
