07/06/2026, 17:06In Bishkek, reduction factors have been introduced for the purchase of municipal land plots leased for the construction of block-of-flats. The authorities hope that this will help finalise the formalities for these land plots and resolve issues with housing registration.
The relevant changes were approved by the Bishkek City Council via Resolution No. 95 of 31 March 2026. Tenants will now be able to purchase the land plots at a reduced price.
A multiplier of 0.5 will apply until 31 December 2026, reducing the purchase price of the land by 50 per cent. In 2027, the discount will be 40 per cent, and in 2028, 20 per cent. Furthermore, until 1 October 2026, a multiplier of 0.4 will apply to plots larger than one hectare.
The city council explained that a significant proportion of the blocks of flats in Bishkek have been built on municipal land leased to developers for a term of 49 years. In many cases, the procedure for purchasing the plots was never completed, which meant that flat owners faced difficulties in obtaining technical certificates and other documents.
According to the municipality, between 2001 and 2024, 296 land lease agreements were concluded for the construction of apartment blocks. As of May 2026, the municipal property management department had received 32 applications to purchase land, but only five plots had been successfully registered.
The city council hopes that the reduction in the purchase price will encourage developers to finalise the registration of their land plots, thereby enabling flat owners to register their property documents without hindrance.
