According to the Office of the Prosecutor General, the standards were developed as part of the implementation of the State Anti-Corruption Strategy for 2025–2030. Their aim is to establish a unified approach to anti-corruption conduct among state and municipal civil servants.
The document sets out mandatory requirements based on the principles of legality, good faith and transparency. It also provides for measures to prevent conflicts of interest, manage corruption risks and develop internal control mechanisms within state bodies and local government bodies.
One of the new features is the adoption of a risk-based approach and the introduction of an anti-corruption checklist for civil servants to use for self-monitoring.
The Office of the Prosecutor General believes that the introduction of uniform standards will help to reduce corruption risks, strengthen professional discipline and boost public confidence in state institutions.
