Subsidies to heating companies will be transferred to digital format

Kyrgyzstan President Sadyr Zhaparov signed a decree on temporary legal regulation of the procedure for providing subsidies to municipal companies that provide heat supply. The document was signed on 2 March 2026 in Bishkek.

According to the decree, subsidies to individual municipal enterprises will be provided in the form of digital treasury obligations through a special software platform. The new mechanism will be introduced for a period of one year from the date the document comes into force.

The aim of the initiative is to ensure the targeted and effective use of budget funds allocated to support heat supply organisations.

The Cabinet of Ministers is instructed to:

• organise the direct provision of subsidies from the republican budget in digital format;
• in the event of successful implementation of the temporary procedure, initiate amendments to regulatory legal acts;
• take other necessary measures arising from the decree.

Local authorities are obliged to ensure that the subsidies received are spent exclusively through the specified digital platform.

Control over the implementation of the decree is entrusted to the relevant department of the Presidential Administration.

The document comes into force on the day of its official publication.
