Bishkek CHP Increased Power Generation and Reduced Costs at the End of the Season

A meeting of the board was held at the Bishkek CHPP, chaired by Bishkek Mayor Aibek Junushaliyev and Chairman of the Bishkek City Council Bekzhan Usenaliyev, to review the results of the 2025/26 fall-winter period and prepare for the upcoming heating season.

The meeting was attended by deputy mayors, the Deputy Minister of Energy of the Kyrgyz Republic, a representative of the Ministry of Emergency Situations of the Kyrgyz Republic, district akims, heads of municipal enterprises, and representatives of relevant services.

As part of the meeting, participants toured the facility’s premises, during which they familiarized themselves with the ongoing repair work.

During the meeting, the results of the work carried out by the municipal enterprises “Bishkekteploenergo,” “Bishkek CHPP,” and “Bishkekteploset,” which have been under the jurisdiction of the Bishkek City Hall since 2024, were summarized.

Mayor Aibek Junushaliyev noted that the city has successfully completed its second heating season during this period.

“To date, the Bishkek Thermal Power Plant has demonstrated steady growth in production indicators. During the 2025–26 heating season, electricity generation significantly exceeded planned targets and last year’s levels”, — the mayor emphasized.

In addition, the mayor specifically noted that as part of comprehensive preparations for municipal enterprises and the city’s environmental policy, a previously non-operational flue gas treatment system was launched at the Bishkek CHP in 2025.

New approaches to industrial waste management are also being implemented, which have reduced costs and improved the enterprise’s economic efficiency.

A significant event in 2025 was the commissioning of Pumping Station No. 3 of the municipal enterprise “Bishkekteploset,” which had been planned as far back as 1985. The project was implemented using the enterprise’s own funds.

Another successfully completed project by MP “Bishkekteploset” was the World Bank project to improve the efficiency of heat supply: heat distribution stations were modernized, networks were reconstructed, modern metering devices were installed, and specialized equipment was purchased.

To improve the environmental situation, in 2025, Bishkekteploenergo installed heat pumps at five boiler houses, which reduced coal consumption by approximately 385 tons.

The meeting focused particularly on issues related to improving equipment reliability, conducting timely maintenance campaigns, stockpiling necessary fuel reserves, and implementing measures to enhance thermal and energy efficiency.

In addition, the meeting noted that cleaning the ash dump cost about 30 million soms, and now the Bishkek Thermal Power Plant is selling dry ash at a price of 2,815 soms per ton (including taxes).

The mayor noted that the decision to shut off hot water earlier has been made for the second year in a row and is based on the success of last year’s experience. “The early shutdown allowed us to accumulate the necessary volume of water in the reservoirs in advance and reduce the load on the cold water supply system,” he emphasized.

Additionally, the wear and tear of the heating networks requires hydraulic testing, during which numerous damages are identified. This extends repair times from 30 to 40 days, so it is important to begin work earlier. Furthermore, during the warm season, the load on the power grid increases due to the active use of air conditioners and water heaters, which is also taken into account in planning.

Mayor Aibek Junushaliyev noted that comprehensive measures are being implemented to ensure a sustainable supply of resources to city residents.

“We must use both clean water and electricity sparingly”, — he emphasized.

Following the meeting, Bishkek Mayor Aibek Junushaliyev set specific tasks to further improve the reliability of the power supply, reduce losses, and enhance the quality of services provided to the public.
