The end of cards? QR payments in Kyrgyzstan are set to become cash-outs

The sixth meeting of the Interdepartmental Commission on Debureaucratization of the Civil Service was held under the chairmanship of Prime Minister Adylbek Kasymaliyev.

At the meeting, the interim results of the commission's work were summarized and the sixth package of measures to reduce bureaucracy was presented. The report was delivered by Deputy Prime Minister, Minister of Justice, and Director of the National Institute for Strategic Initiatives Ayaz Baetov.

One of the key areas of the new package is the initiatives of the Ministry of Economy. The ministry:

  • is analyzing tax deductions in order to move from a formal approach to a targeted one, where benefits are received by those who are actually entitled to them;
  • plans to automatically calculate tax deductions through the Tunduk system, without unnecessary applications and paperwork;
  • proposes to introduce a system of preventive consulting for businesses so that entrepreneurs receive explanations and recommendations in advance, rather than facing fines after the fact;
  • is implementing a reform of online commerce taxation, adapting tax rules to the growth of e-commerce.

The sixth package of measures also proposes exploring the possibility of redistributing compensation for medicines in favor of pregnant women and children under six years of age, recommends expanding the capabilities of ELQR QR payments, including cash withdrawals from ATMs, and presents digital initiatives for the transition to data-driven government.

According to Adylbek Kasymaliyev, the sixth package of measures marks a transition from isolated changes to a systemic transformation of public administration. The main priority now is the practical implementation of the decisions taken, strict control of deadlines, and personal responsibility of managers for the results.
