08/14/2026, 11:00The Capital Construction Department of Bishkek City Council has announced a tender for the major refurbishment of the Kasymbekov Central Library building, located on Chokmorov Street in Bishkek.
According to the tender documentation, the estimated cost of the works is 39,736,900 KGS.
Tenders from suppliers will be accepted until 19 August 2026. The procurement is being conducted via a request for quotations with qualification requirements.
To participate, suppliers must provide a tender security amounting to 2 per cent of the tender value. This may be provided in the form of cash or a bank guarantee.
The eligibility criteria include having no outstanding tax or social security contributions, no conflict of interest with the contracting authority, and holding the relevant licence and qualified specialists with valid certificates.
In addition, participants must provide documents confirming experience in carrying out repair works in 2024–2025 to a value of at least the lot’s value. As proof, they must submit agreements or contracts and certificates of completion accepted by the contracting authority.
The tender documentation specifically states that a participant’s bid may be rejected if they have any uncompleted projects with a technical readiness level below 70 per cent. This applies, amongst other things, to projects funded or implemented by the Capital Construction Department of Bishkek City Council.
