10/20/2026, 09:09Bishkek plans to review the procedures for issuing permits for groundworks, laying cable lines and allocating land plots for the installation of electric vehicle charging points. The city council discussed these issues with representatives of business associations.
At a working meeting chaired by Ilyas Kolopov, Head of the Sectoral Policy Department, representatives of the Association of Telecommunications Operators and the Association for the Development of Electric Transport and Infrastructure highlighted the administrative barriers faced by businesses in developing urban infrastructure.
In particular, the participants proposed simplifying the process for obtaining permits for earthworks and developing a mechanism for laying cables that would ensure access to underground cable entry points in buildings. This is necessary for the development of broadband internet infrastructure.
The parties also discussed issues relating to the conclusion of lease agreements, the allocation of land plots for light-use facilities, and the installation of electric vehicle charging points.
Following the meeting, the City Council decided to set up a working group. City services have been instructed to examine the business proposals in detail, whilst the City Council’s departments, in collaboration with industry associations, are to prepare specific proposals for simplifying the procedures and conditions for the siting of infrastructure facilities.
It has not yet been announced exactly which rules will change or when the new procedures might come into effect.
