09/14/2026, 15:50Between January and July 2026, 137,680 permits (‘dozvoly’) for international freight transport were issued in Kyrgyzstan. The budget received 462.3 million KGS from the issuance of these permits.
During the same period in 2025, 115,337 permits were issued, generating revenue of 392.4 million KGS.
The Ministry of Transport and Communications noted that in 2026, permits were received from 41 countries. There were 177,713 in total, including 45,040 under quota and a further 5,785 additional permits.
A total of 126,888 electronic permits were issued. Of these, 110,486 are used by Kyrgyz freight carriers, mainly for international and transit transport with Uzbekistan, Azerbaijan, Turkey, China, Kazakhstan and Georgia.
At a meeting attended by more than 70 industry representatives, issues surrounding the allocation of permits were discussed, including their deliberate withholding and resale at inflated prices. The risks of corruption arising from the shortage of permits were also raised.
Following the meeting, it was decided to set up a working group comprising representatives from the Ministry and the industry. It will be tasked with developing proposals for a more transparent allocation of permits and the introduction of digital mechanisms.
