09/18/2026, 17:42In Kyrgyzstan, the range of organisations that will draw up and implement the budget on a programme-based basis has been expanded. The relevant rules now apply not only to state executive bodies but also to the principal budget administrators. The changes were approved by Cabinet of Ministers Resolution No. 617 of 15 September 2026.
Principal budget administrators included in a special list will draw up, submit, implement and evaluate budgets on a programme basis. For other administrators, expenditure will be planned outside the programme framework in accordance with the established procedure.
The resolution also sets specific deadlines for the Ministry of Finance. By 25 July, the ministry must hold working meetings to resolve disagreements with the main budget administrators; by 31 July, it must prepare a draft of the main directions of fiscal policy for the medium term; and by 10 August, it must submit it to the Council on Fiscal and Investment Policy for consideration.
By 15 September, the Ministry of Finance must submit a draft law on the national budget for the next financial year and the planning period to the Cabinet of Ministers for consideration. Furthermore, once approved, the main directions of medium-term fiscal policy will be published on the Ministry of Finance’s official website within five working days.
The resolution will come into force seven days after its official publication.
