07/28/2026, 12:02The Cabinet of Ministers of Kyrgyzstan has approved new rules for compensating losses in agricultural production when land is reclassified from agricultural use to other categories or when plots are allocated for subsoil use.
The relevant resolution was signed by the Prime Minister, Adylbek Kasymaliev, on 24 July 2026.
The document sets out the levels of compensation for losses in agricultural production resulting from the reclassification of land, as well as from the allocation of plots for mineral extraction and the construction of infrastructure facilities without changing the land category.
The funds received as compensation will be channelled into the development of agriculture. In particular, they are intended to be used for the reclamation of new land, the improvement of irrigated farmland, the enhancement of soil fertility and the carrying out of design and survey work.
Compensation rates for lost profits from land use have also been established. The payment is set at 1,760 KGS per hectare for perennial plantations and irrigated arable land, 610 KGS for rain-fed arable land and fallow land, 350 KGS for hay meadows, and 90 KGS for pastures.
When calculating compensation, a coefficient of 99 will be applied when land is reclassified into another category. Where plots are allocated for subsoil use, the amount of compensation will be calculated on the basis of the duration of land use.
Furthermore, if a base tax value per square metre of land has not been established for certain administrative-territorial units, calculations will be made taking into account the value of plots in neighbouring areas.
Monitoring of the receipt of funds will be carried out on a quarterly basis. Compensation for losses in agricultural production will be paid into the national budget, whilst payments for lost profits will go to local budgets.
The new decree also repeals previous regulatory acts governing the procedure for compensating losses in agricultural production, which had been in force since 2016
