Rules on compulsory health insurance have been amended in Kyrgyzstan

The Cabinet of Ministers of Kyrgyzstan has amended the rules on compulsory health insurance. The relevant Decree No. 582 was signed by the Prime Minister, Adylbek Kasymaliev, on 27 August 2026.

According to the document, the list of persons eligible for compulsory health insurance cover has been expanded. It now includes the children of migrants, refugees and stateless persons, as well as children who have been victims of human trafficking, until they reach the age of 18.

A separate premium rate has been set for foreign nationals who visit Kyrgyzstan for a short period to attend international conferences and seminars or who are on business trips. For them, the premium will be calculated for one calendar month at a rate of 2 per cent of the average monthly wage of foreign nationals working in Kyrgyzstan.

For foreign nationals and stateless persons, the cost of the policy is calculated on the basis of the average monthly salary, applying a rate of 2 per cent for either 6 or 12 months. For foreign students studying at educational institutions in Kyrgyzstan, the policy is issued for 12 months.

The conditions for the provision of medical care to children and students have also been amended. Children under the age of 18 attending general education institutions, as well as pupils and students at institutions of primary, secondary and higher vocational education, will be able to benefit from the relevant cover until they reach the age of 21. Exceptions are made for students enrolled on distance-learning and evening courses.

Furthermore, references to peasant and farming households have been removed from a number of provisions. The changes will come into force 10 days after the official publication of the decree.
