02/09/2026, 18:05In Kyrgyzstan, the introduction of the Europrotocol for reporting traffic accidents has been postponed due to insufficient coverage by compulsory motor insurance. This was reported by the Financial Market Regulation and Supervision Service.
According to the agency, about 61% of vehicle owners have purchased compulsory motor third-party liability insurance policies to date, while the introduction of the Europrotocol requires insurance coverage of at least 80% of the total number of registered vehicles.
Financial Market Regulation noted that since the introduction of the compulsory motor third-party liability insurance system, insurance companies have already paid out more than 333 million KGS. This shows that the system is working and that people are getting compensation when they need it.
At the same time, the agency reminded everyone that insurance payments are strictly regulated by the law “On Compulsory Insurance of Civil Liability of Vehicle Owners.” In accordance with the law, in order to receive compensation, drivers are required to provide a full set of documents, including:
The absence of these documents makes insurance payment impossible.
Finnadzor emphasized that the issue of introducing the Europrotocol is under consideration by the authorized state bodies. However, its implementation is only possible after the formation of a stable insurance coverage system.
The agency also reminded that MTPL is a key tool for protecting the rights of victims and provides compensation for damage caused to the life, health, and property of citizens.
“Financial Market Regulation continues to work on the phased development of the CMTPL system, expanding insurance coverage, and improving procedures for settling insurance claims, including the introduction of the Europrotocol after reaching the established level of coverage,” the statement said.
Thus, the main obstacle to the launch of the Europrotocol in Kyrgyzstan remains the insufficient involvement of car owners in the compulsory insurance system. Until this figure reaches 80%, the simplified procedure for reporting traffic accidents will not be introduced in the republic.
