Kyrgyzstan Is Not Meeting the 4% Quota for the Employment of People with Disabilities

Kyrgyzstan continues to face challenges regarding the accessibility of educational institutions, polling places, and workplaces for people with disabilities. This was revealed by monitoring efforts conducted by the Ombudsman’s Office in collaboration with civil society organizations.

The monitoring revealed problems with ensuring full access to education for children with disabilities. Inspections of higher education institutions, including those conducted in 2026, also showed that the infrastructure of many public universities does not meet modern accessibility requirements.

Individual violations were identified in the area of employment. According to the results of the 2025 monitoring, the 4% quota for the employment of people with disabilities is not being met in practice. In addition, many public and private institutions lack the infrastructure necessary for people with disabilities to work.
