A proposal has been put forward in Kyrgyzstan to abolish the licensing of driving schools

In Kyrgyzstan, it has been proposed to abolish the licensing of driving schools and replace it with the inclusion of training organisations in a special state register. The relevant draft bill has been put forward for public consultation by the Presidential Administration.

According to the document, the state register of driving schools will operate via an automated information system. It is planned that the system will record attendance, the progress of training, results of the curriculum and information on pupils’ eligibility to sit qualifying examinations.

The right to train and retrain drivers will be granted to state educational organisations, as well as secondary and higher vocational education organisations that deliver the relevant programmes and are included in the register.

Once the law comes into force, the licensing of driving schools will cease. Until the state register is launched, only state educational organisations will be permitted to provide driver training. Six months have been allocated for the creation of the register and the launch of the digital record-keeping system.

The draft law also provides for the mandatory continuous video recording of driving tests. To this end, dashcams in test vehicles, staff body cameras and other technical equipment will be used.

Furthermore, it is proposed that Kyrgyzstan introduce a phased approach to granting driving licences, with the possibility of issuing a temporary national driving licence. Such a document will be valid only within the country, and the conditions for its issue and use will be determined by the Cabinet of Ministers.

The draft also sets out requirements for obtaining a certificate of structural safety for one-off vehicles and clarifies the procedure for issuing green number plates for electric vehicles. These number plates will be available to Kyrgyz citizens and legal entities registered in the country. They will not be issued for electric vehicles belonging to foreign nationals, diplomatic missions or international organisations.

The public consultation on the draft law will run until 18 September.
