According to the head of the specialized committee Muradil Sydykov, the changes are aimed at solving long-standing problems in the industry - from outdated pricing rules to restrictions in the use of new materials and approaches.
The law introduces the concept of “experimental project” - this will allow testing new technologies, focusing on the experience of other countries and manufacturers' data. It also stipulates that it will be possible to change the approved design solutions only with the permission of the Cabinet of Ministers.
In addition, there will be a new methodology for calculating the cost of work at the stage of combining design and construction. It will be based on constant monitoring of market prices.
The law was initiated by MP Kubanychbek Samakov. The parliament believes that the innovations will make the sphere of road construction more flexible, modern and efficient.
