Russia introduces new digital entry rules for foreigners from June 30, 2025

From June 30, 2025 to June 30, 2026, Russia will launch an experiment which changes the entry procedure for foreign citizens. Anyone planning to travel to the Russian Federation without a visa will now need to register in advance with the Unified System of Identification and Authentication (USIA) and submit a notice of visit no later than 72 hours before crossing the border.

The procedure will be carried out through the mobile application “Gosuservices”, as well as the new RuID application - an analog of Russian state services for foreigners. Through RuID it will be possible not only to inform about the visit, but also, for example, to issue medical insurance. A digital profile with photo and biometric data will be created for each person entering the country.

The experiment will not affect diplomats, employees of international organizations, holders of service passports, as well as children under 6 years of age.

In case of emergency situations (medical treatment, illness or death of a relative), a notification can be submitted 4 hours before arrival. The decision on admission to the country will be made directly at the border.

The new rules apply to citizens of countries with visa-free entry, including most CIS countries.
